Engagement: Through DID S.r.l. as contractor; freelance (B2B) or other arrangement to be agreed
Compensation: EUR 400 per day
THE PROJECT
The Operations Directorate runs several cross-cutting ICT initiatives that touch its business processes. With limited internal staff, it needs a senior analyst to map the current state, design the target state and guide the transformation.
The engagement has four main objectives: capture and improve the efficacy and efficiency of the Directorate's business processes; reduce manual work and improve the quality of operational data; standardise and, where feasible, automate processes and procedures; improve transparency and cooperation with stakeholders on processes and initiatives.
You will also help build shared domain knowledge and a common business-analysis landscape for the Directorate's portfolio. You will work with the business units, the Digital Services Unit, enterprise and solution architects, the Data Protection Office and other contractors' teams.
WHAT YOU WILL DO
Your work splits into two streams: business process improvement and automation for the Operations portfolio, and business/system analysis for other initiatives that affect it.
Business process analysis and improvement
Capture business goals and translate them into project objectives; analyse opportunities and gaps.
Model and document the Business Architecture: value chains, end-to-end processes, roles, capabilities and data.
Design, validate and test business processes; run cost-benefit and what-if analyses.
Identify improvement opportunities with process owners and plan the related organisational changes.
Implement performance monitoring for business processes.
Coach client staff on upcoming changes and support transition roadmaps.
Requirements and IT-enabled projects
Elicit, document and prioritise high-level and detailed business and system requirements and user stories.
Prepare project documentation under the PM2 methodology: project initiation requests, business cases, business requirement documents, feasibility studies.
Build process models (BPMN), domain models (UML) and user-interface mock-ups.
Run analytical workshops with business, ICT stakeholders and other contractors.
Analyse existing solutions in the Agency, other agencies and on the market, including market studies.
Support later stages: requirements management, validation and verification, testing, QA, change management, user guides and training.
Coordinate analytical and test activities for the digitalisation of operational processes.
Contribute to policies and procedures, present findings to management and technical forums, and plan and report on your tasks.
